My dog cannot have milk what can we substitute for this dog treat recipe?

Have not tried it because of the milk. Is potato flour the same as rice flour?

Chef's Answer ~ If your dog can not have milk because he (or she) is lactose intolerant, you can use lactose free milk, soy milk, or almond milk, all of which are readily available at most major grocery stores. Another option is to use low sodium chicken broth or water.

Potato flour is made from potatoes, and rice flour is made from rice, so no, they are not the same. They both will work for a dog who is wheat or gluten sensitive as a replacement for flour in most dog treat recipes.
