How do you melt carob chips for dog treat icing?

Hi, I've been trying to melt carob chips to be used for frosting dog cookies but the chips won't melt into a smooth mixture :(

I also read somewhere about using paramount crystals but I am unable to find them where I live. Any advice/ suggestions will be most helpful.
