Chef's Answer ~ The only homemade version I can think of that meets both of those requirements is Royal Icing. The problem with this kind of icing is that it is almost entirely made of sugar. So, if you choose this, then you will need to limit the amount on each dog cookie, or the amount you give to your dog.

However, there is a nice alternative dog treat icing mix you can get from K9 Cakery.com. They also have many other neat things to decorate dog treats with and throw a fun dog party, too.
